Who benefits from this? I have a feeling it isn't the citizens of the City. Why don't these companies build these centers in the middle of unused land, far from Cities and towns? I get the feeling there is money changing hands at the expense of the rest of us.

They are building this one on unused land. That is exactly what they are doing. The benefit is the school kids in public schools who will get $25,000,000 a year. Also, our general fund will get over $15,000,000 a year in desperately needed tax revenue.
