The Tornado Relief and Recovery Fund

Legislation introduced by Board of Aldermen President Megan E. Green establishing the Tornado Relief and Recovery Fund by allocating $30 million in interest generated by the Rams Settlement Fund.

The Mayor’s Office oversees the Tornado Relief and Recovery Fund and recommends how it should be spent. Final spending decisions are made by the Board of Estimate and Apportionment, and all spending decisions must be reported monthly and annually to the Board of Aldermen’s Budget and Public Employees Committee.

Meeting of the Board of Estimate & Apportionment | December 9, 2025

On December 9, the Board of Estimate and Apportionment shall approve the following contracts to be paid out from the Tornado Relief and Recovery Fund. This includes 58 vacant unit "turns" which the City is supporting at a set rate of $10,000 per unit.

  • C. CP Properties for providing rehabilitation of 2 rental units for tornado survivors through November 1, 2030 for $20,000.
  • Justine Petersen Housing & Reinvestment Corporation for providing rehabilitation of 2 rental units for tornado survivors through November 1, 2026 for $20,000.
  • KPHP LLC for providing rehabilitation of 1 rental unit for tornado survivors through November 1, 2030 for $10,000.
  • Loveless Legacies LLC for providing rehabilitation of 1 rental unit for tornado survivors through November 1, 2030 for $10,000.
  • ND Consulting Group for providing rehabilitation of 5 rental units for tornado survivors through November 1, 2026 for $50,0000.
  • Rise Community Development for providing rehabilitation of 20 rental units for tornado survivors through November 1, 2026 for $200,000.
  • St. Louis Housing Authority for providing the rehabilitation of 25 rental units for tornado survivors through November 1, 2026 for $250,000.
  • St. Louis Integrated Health Network for Community Health Workers to provide rental assistance to 600 eligible households identified by Disaster Case Managers through April 30, 2026 for $452,008.
  • The Ville Redevelopment for providing rehabilitation of 2 rental units for tornado survivors through November 1, 2026 for $20,000.
  • Tetra Tech LLC for FEMA Public Assistance Cost Recovery Support through June 30, 2027 for $2,100,000 (an increase of $450,000 from previous allocations).
