The Tornado Relief and Recovery Fund
Legislation introduced by Board of Aldermen President Megan E. Green establishing the Tornado Relief and Recovery Fund by allocating $30 million in interest generated by the Rams Settlement Fund.
The Mayor’s Office oversees the Tornado Relief and Recovery Fund and recommends how it should be spent. Final spending decisions are made by the Board of Estimate and Apportionment, and all spending decisions must be reported monthly and annually to the Board of Aldermen’s Budget and Public Employees Committee.

Meeting of the Board of Estimate & Apportionment | November 19, 2025
On November 19, the Board of Estimate and Apportionment approved the following contracts to be paid out from the Tornado Relief and Recovery Fund.
- CF Vatterott for rehabilitation of 20 rental units at Etzel Place I through November 1, 2030 for $199,578.
- CF Vatterott for rehabilitation of 11 rental units at Etzel Place V through November 1, 2030 for $79,982.
- DeSales Community Development for rehabilitation of 12 units in Tower Grove East and Fox Park for tornado survivors through November 2, 2030 for $109,030.
- Expanding an existing contract with GEOCKO Inc dba Forward to increase funding for rental assistance administration and housing stabilization activities from $1,000,000 to $4,000,000.
- Key Strategic Group for community engagement efforts and facilitating Tornado Recovery Advisory Committee through June 30, 2026 for $50,000.
- Rise Community Development for rehabilitation of 22 rental units in Old North St. Louis and Dutchtown for tornado survivors through November 1, 2030 for $219,640.
- SLS for home repair construction management through November 14, 2026 for $4,850,000.
- SLS for winter operations and support program management, congregate shelter and non-congregate shelter through March 31, 2026 for $1,000,000.
- Tetra Tech LLC for Operational plan and recommendations to support unhoused populations through January 2, 2026 for $300,000.

- Urban League for an outreach center at 4401 Natural Bridge for right-of-entry and hazardous site assessment programs for $30,000.
Meeting of the Board of Estimate & Apportionment | November 12, 2025
On November 12, the Board of Estimate and Apportionment approved the following contracts to be paid out from the Tornado Relief and Recovery Fund.
- Partnership for Youth Inc. dba Americorps for disaster recovery efforts, including conducting resident outreach, tracking resident communications and completed work orders, debris removal, distribution of safety material, manage dumpster and porta-potty logistics, and oversee community volunteer projects through June 20, 2025 for $100,000.
- R&R Sanitation for rental dumpsters, porta-potties, and handwashing stations to be used by Community Groups and assisting tornado survivors with private and public debris removal through March 30, 2026 for $150,000.
- Tower Grove Community Development Corporation for the use of the Arch by HomeScreen platform for case management integration, landlord onboarding, and tenant screening services through November 14, 2026 for $95,000.
