The Tornado Relief and Recovery Fund

Legislation introduced by Board of Aldermen President Megan E. Green establishing the Tornado Relief and Recovery Fund by allocating $30 million in interest generated by the Rams Settlement Fund.

The Mayor’s Office oversees the Tornado Relief and Recovery Fund and recommends how it should be spent. Final spending decisions are made by the Board of Estimate and Apportionment, and all spending decisions must be reported monthly and annually to the Board of Aldermen’s Budget and Public Employees Committee.

Meeting of the Board of Estimate & Apportionment | September 8, 2025

On September 8, the Board of Estimate and Apportionment approved the following contracts to be paid out from the Tornado Relief and Recovery Fund.

  • Diamond Divas Empowerment Foundation to operate a Tornado Resources Warehouse through July 31, 2027 for $1,200,000.
  • Tetra Tech Inc to provide FEMA Public Assistance Cost Recovery Consulting Support through December 15, 2025 for $650,000.
  • Vaughn Associates to rehabilitate 61 rental units of Murphy Park Apartments through September 30, 2026 for $1,367,750.
  • St. Louis Housing Authority to rehabilitate 40 rental units of Parkview Apartments through September 30, 2026 for $700,000.

Other tornado-related contracts approved that will be paid out of other accounts include:

  • Rise Community Development to repair 28 rental units at Fox Manor through January 2026 for $441,078.
  • 5 Star Construction Group to demolish homes damaged by the tornado on Penrose through July 31, 2026 for $164,000.
  • Kwame Building Group to provide emergency residential stabilization through January 31, 2026 for $4,739,127.
