The Tornado Relief and Recovery Fund
Legislation introduced by Board of Aldermen President Megan E. Green establishing the Tornado Relief and Recovery Fund by allocating $30 million in interest generated by the Rams Settlement Fund.
The Mayor’s Office oversees the Tornado Relief and Recovery Fund and recommends how it should be spent. Final spending decisions are made by the Board of Estimate and Apportionment, and all spending decisions must be reported monthly and annually to the Board of Aldermen’s Budget and Public Employees Committee.

Phases
Establishing the Tornado Relief and Recovery Fund
Board Bill 31 directs $30 million in Rams settlement interest to help residents recover from the tornado.
The Fund is resident-focused, with an emphasis on stabilizing tornado-impacted areas and restoring North and West St. Louis so residents can return to their neighborhoods. Potential uses include: home repairs, relocation assistance, and storage of belongings; help with insurance deductibles and legal aid; infrastructure repair; non-profit support; state/federal matching funds; and FEMA-eligible relief expenses.
No more than 5% of the fund may be used by the City for administrative costs.
The Mayor’s Office will oversee the fund and recommend how it should be spent. The fund can grow through city appropriations, private donations, and other sources. Final spending decisions are made by the Board of Estimate and Apportionment, and all spending decisions must be reported monthly and annually to the Board of Aldermen’s Budget and Public Employees Committee.
