Using the Rams Settlement to Invest in Our City

Board Bill 22 AAOF (As Amended on the Floor) sponsored by Board of Aldermen President Megan E. Green and Mayor Cara Spencer allocates the $255,000,000 Rams Settlement Fund to support recovery and rebuilding in North St. Louis, infrastructure maintenance City wide, and the implementation of the Downtown Neighborhood Plan.

Board Bill 22AAIC (As Amended in Committee) was passed out of committee with a "do pass" recommendation on June 9, 2026.

  • The bill was second read at the Full Board of Aldermen meeting on June 12, 2026.
  • The Full Board of Aldermen discussed and amended the bill (BB22 As Amended On the Floor) to correct scrivener errors, add metrics and reporting requirements, and contract transparency requirements. The Board then voted to perfect the bill on June 18th with 12 "Aye" votes and 3 "No" votes.
  • The Board of Estimate and Apportionment voted to approve BB22AAFL on July 1, 2026 with unanimous consent.
  • The Full Board of Aldermen voted to finally pass BB22AAFL on July 2, 2026 with 12 "Aye" votes and 3 "No" votes.
