Data Centers

Data centers are specialized facilities that house the computing and networking systems needed to run applications and to store, process, and manage large amounts of data.

The demand to develop new data centers has been rapidly increasing amidst the Artificial Intelligence (AI) boom. As data centers become increasingly common nationwide and in the St. Louis region, concerns have arisen around their environmental, economic, and community impacts.

Large-scale data centers can require tremendous amounts of water and energy to sustain, straining local utilities and potentially impacting residents’ utility bills; create noise and heat pollution; and cause other nuisances that negatively affect surrounding neighborhoods.

Board of Aldermen Passes Resolution 111

October 3, 2025 5:00 AM - October 4, 2025 5:00 AM

On Friday, October 3, 2025, the St. Louis Board of Aldermen passed Resolution 111—affirming the Board of Aldermen's support for Executive Order 92. EO 92 requires proposals for new data centers to submit to the conditional use hearing process—giving residents a chance to speak in favor or opposition to the development.

R 111 also supports establishing regulations through legislation; City departments have five months to research the issue and recommend regulations to the Planning Commission for review. Once approved by the planning commission, those recommendations will head to the Board of Aldermen in the form of legislation for public discussion and a final vote.
