Data Centers

Data centers are specialized facilities that house the computing and networking systems needed to run applications and to store, process, and manage large amounts of data.

The demand to develop new data centers has been rapidly increasing amidst the Artificial Intelligence (AI) boom. As data centers become increasingly common nationwide and in the St. Louis region, concerns have arisen around their environmental, economic, and community impacts.

Large-scale data centers can require tremendous amounts of water and energy to sustain, straining local utilities and potentially impacting residents’ utility bills; create noise and heat pollution; and cause other nuisances that negatively affect surrounding neighborhoods.

The Planning Commission met on August 12, 2026 to consider the amended regulations for data center zoning (BB49AAOF).

Meeting Summary

  • The Commission voted to recommend against Amendments 4, 5, and 6 made by the Board of Aldermen.
  • The Commission voted against offering staff-written modifications to Amendment 4 & 5.
  • The Commission voted to adopt an augmented version of the staff-offered modification to Amendment 6. This will be shared with the Board of Aldermen when the Planning Commission reconvenes and adjourns its meeting.

What this means:

The Board Bill outlining data center zoning regulations, as it is stands today, will require a 2/3 majority of votes (10 votes) at the Board of Aldermen in order to be perfected and finally passed. The Board of Aldermen can amend the board bill to reflect the language the Planning Commission recommended in its prior meetings and then it can be perfected and finally passed with a simple majority (8 votes).

There is no scheduled Meeting of the Full Board of Aldermen as of 8/14/2026.
