This proposal mandates that any new NFL tenant at a North Riverfront Stadium facility be structured as a community-owned non-profit, with 51% of voting shares held by Missouri residents. This initiative directly challenges the NFL’s Rule 3.2a as an illegal monopoly and an unenforceable restraint of trade. Managed by a board of fans (the "Audio Department") and city officials, the team ensures permanent residency and local profit-reinvestment.
