Increase fence height/barriers on highway overpasses

Highway overpasses that connect Benton Park and Soulard at Pestalozzi, Arsenal, and Utah are exposed. The city should fence the overpasses up to 8 feet high and protect the sidewalk on the street side as well for any overpass over a highway. The current concrete structures that protect pedestrians from the edge of the overpass are shorter than a few feet and there is very little if any gap between the sidewalk and the street. This makes walking with children, dogs, or even a group of friends feel risky.
