Allow citizens to paint bike lanes on select roads

When a road is
- As wide or wider than 26 feet (four average sedan widths)
- Not a bus route
- Not state-owned or state-maintained
- Not defined as a major arterial
Citizens may mark optional bike lanes. The bike lanes may be blocked by on-street parking. Citizens must use non-slip, reflective paint. Optional means that the bike lanes may not use one continuous line, each bike lane marker must be a maximum of 10 ft in length and 5 feet in width. Markers must be at least 10 ft from another marker.
Why?
This will allow the community to indicate where they would like bike lanes and make it easier for the city to tell what lanes are most feasible, with no additional budget impact.
