Enforcement of the current speed limits and other existing traffic laws might be the best way to reduce problems. With so many people ignoring the speed limit, running red lights, etc, changing laws won't make a difference. Also, from what I have seen, traffic calming measures have very limited success and in some cases make congestion worse.

The speed limit could be 1 inch per minute or the literal speed of light. Without enforcement or changes to the built environment, there will be no change in behavior.
